Eligibility + Guidelines

Program Overview

The WESTAF CARES Relief Fund for Organizations offers up to $20,000, one-time, no cost share/nonmatching general operating grants for arts and cultural organizations in the West impacted by the COVID-19 pandemic. Grants will be made to organizations for use in any of the following areas: Salary support, administration costs, artist/contractor fees, technology, facilities upgrades, technical assistance or programming costs. Organizations applying for WESTAF CARES support will be evaluated on inclusivity, demonstrated need, artistic and cultural merit, and public and community benefit. Awards will be made to organizations across the WESTAF 13-state region with at least one grant awarded per state. 


Organizations eligible for WESTAF CARES Relief Fund support must:
  • Have one of the following designations: a) a tax exempt 501(c)(3) nonprofit organization; b) a unit of state or local government; c) a nonprofit institution of higher education; or d) a federally recognized Indian tribal government.
  • Be incorporated in and currently conducting business in one or more of the following states: Alaska, Arizona, California, Colorado, Hawai’i, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, or Wyoming.
  • Have an operating budget between $50,000 - $2,000,000 for the most recently completed fiscal year.
  • Have a three-year history of arts programming prior to the application deadline.
  • Have and provide a valid EIN.
  • Have a DUNS Number - a unique nine-digit identification number of the entity applying for funds.
  • Be in good standing with WESTAF, with no overdue reports and/or documentation.

Those that are NOT eligible to apply include:
  • Individual artists
  • K-12 schools or school districts
  • State arts agencies
  • For-profit organizations
  • Auxiliary or friends groups, fiscal sponsors
  • Public television and other public media organizations


WESTAF CARES Relief Fund support is available for use by organizations for any of the following:
  • Salary support
  • Administration costs
  • Artist/contractor fees
  • Technology
  • Facilities upgrades
  • Technical assistance
  • Programming costs

Grantees who are awarded WESTAF CARES funds will be required to:
  • Fully execute a WESTAF CARES Grant Agreement which indicates compliance with established program rules and requirements per the WESTAF CARES grant Terms and Conditions and the National Endowment for the Arts Assurance of Compliance and General Terms and Conditions.
  • Provide an audited, reviewed or compilation of the profit & loss statement and balance sheet from the organization's most recent fiscal year.
  • Retain all records, receipts and proof of expenses and provide these documents upon request. 
  • Complete a WESTAF Post-Award Report.
  • Expend funds by December 31, 2020.
